Les assises nationales sur le foncier pour la société civile organisées par la Solidarité des Intervenants pour le Foncier (SIF), l’International Land Coalition (ILC), Natural Justice et le Comité Technique Foncier et Développement (CTFD) ont eu lieu du 27 au 28 avril 2026 à Antananarivo.
Ayant pour thème « Une gouvernance foncière centrée sur les personnes comme levier de transformation durable », elle a permis aux divers participants de se positionner par rapport aux problèmes fonciers, définir une vision commune pour une gouvernance inclusive, équitable et fondée sur les droits humains et présenter des recommandations aux autorités dans le cadre du processus de refondation nationale. Des recommandations ont été élaborées pour la résolution des problèmes fonciers rencontrés : l’accès à la terre, les déplacements forcés des communautés locales face aux projets d’investissements, le statut des terrains coloniaux, la prévalence des litiges fonciers ou encore les insuffisances par rapport à la reconnaissance et la sécurisation des droits fonciers. Elles ont porté sur cinq thématiques à savoir : (1) la sécurisation du droit d’accès à la terre ; (2) la résolution rapide et durable des conflits fonciers ; (3) la reconnaissance et la valorisation des droits fonciers communautaires ; (4) l’articulation des investissements avec l’aménagement du territoire et (5) la gouvernance du foncier et de l’environnement.
Ces recommandations ont été favorablement accueillies par le Ministère de l’Aménagement du Territoire et des Services Fonciers. Les participants ont réaffirmé que l’Etat devrait engager des négociations avec les communautés locales et recueillir leur consentement dans le cadre des projets touchant d’investissement ou environnementaux touchant leurs droits fonciers. Cela contribuerait fortement à l’atteinte de la cible 22 du cadre mondial pour la biodiversité sur les aspects fonciers touchant les communautés locales. Les assises nationales ont vu la participation de plus de cent quarante (140) personnes.

The National Land Conference for Civil Society, organized by the Solidarity of Land Stakeholders (SIF), the International Land Coalition (ILC), Natural Justice and the Technical Committee on Land and Development (CTFD) was held on the 27 and 28 April 2026 in Antananarivo, Madagascar.
Under the theme “People-centered land governance as a lever for sustainable transformation,” the conference enabled participants to express their positions on land issues, define a shared vision for inclusive, equitable, and human rights-based governance, and present recommendations to the authorities as part of the national reform process. Recommendations were formulated to address the land-related challenges encountered: access to land, the forced displacement of local communities due to investment projects, the status of colonial lands, the prevalence of land conflicts, and gaps regarding the recognition and guarantee of land rights. They focused on five themes, namely: (1) guaranteeing the right of access to land; (2) the rapid and sustainable resolution of land conflicts; (3) the recognition and promotion of community land rights; (4) the coordination of investments with land-use planning; and (5) land and environmental governance.
These recommendations were welcomed by the Ministry of Land Use Planning and Land Services. The participants emphasized that the government should engage negotiations with local communities and obtain their consent regarding investment or environmental projects that affect their land rights. This would contribute significantly to achieve the Target 22 of the Global Biodiversity Framework regarding land-use issues affecting local communities.
The national conference was attended by more than 140 people.
