Ibrahima Ly is Full Professor in Public Law and Political Science at Cheikh Anta Diop University in Dakar, Senegal (UCAD), having also served as Head of Department from 1999 to 2007, and as Director of Center for Research, Studies and Documentation on African Institutions and Legislation (CREDILA) from 2007 to 2010.

Professor Ly is a member of the IUCN Commission on Environmental Law and the African Environmental Lawyers Network; the Committee of Experts of the Radiation Protection and Nuclear Safety Authority of Senegal; the National Biosafety Committee of Senegal; associate member of the International Academy of Comparative Law (IACL); and forms part of the Board of Directors of International Center for Comparative Environmental Law (CIDCE).

He is the author of several publications and co-author of a collective work on the law of the marine and coastal environment in Senegal published in 2016 by the IRD.
